An employee of the Explosive Ordnance Disposal (EOD) department, Chung Choi, infiltrated a gang of thieves led by Hong Kai Pan, who specializes in bombs. After working with his handler, Superintendent Zhou, and Kong Yu-Wai, the chief inspector of the regional crime department, on a cash safe robbery, Chang was killed by several of Hong's men, including his younger brother Hong. Kai-piu managed to arrest and successfully defuse the bomb without letting it explode.

However, Hong manages to avoid arrest, and he vows revenge.
