After the collapse of the USSR all republics entering it began to declare the independence. The appeared East Slavic republic became the place of government of oligarchs. National disorders against government lawlessness which the country leaders began to suppress rigidly began, calling it "fight against terrorism". The president of the country, Svetlana Belikova, decided to struggle with protesters by radical methods - to use biological weapon in the form of the T-virus which turns people into the zombie. 

The United States of America which however shortly decided to disengage the troops back decided to interfere with a situation. But one of military, the special agent Leon Kennedy who arrived in the East Slavic republic by order of the U.S. President remains to find out what weapon is used and who actually stands behind these events. Leon gets support in the face of the old girlfriend, Ada Wong's special agent. To learn the truth, Leon should get to the insurgent, and to Ada to enter the closest circle of the president Belikova.
